Partnership in Action: Nauru at the ADB High-Level Tax Conference

From 4-6 November 2025, Nauru participated in the ADB High‑Level Tax Conference in Manila, Philippines, where 250 delegates from around the world gathered to discuss the latest developments in taxation.

The conference explored emerging priorities in transfer pricing, compliance behaviours, information sharing and the digitization of tax administrations. These are critical areas for strengthening sustainable revenue systems across the Pacific.

Over the three days, delegates heard around 20 presentations, including an important contribution from the Nauru Revenue Office (NRO) on its journey toward modernisation and digitisation. This was a significant moment for Nauru to share its progress on the international stage. 

Representing Nauru were:

  • Colin Hutchins, Deputy Secretary Revenue
  • Roxanna Detenamo, Director Design and Monitoring
  • Massie Detenamo, Director Compliance
 

Nauru’s presentation showcased how digitisation, with embedded support from the Partnerships Platform, is enhancing service delivery, strengthening compliance, and improving revenue administration.

💡Interesting fact: The ADB building, where the conference was hosted, has approximately 7,000 employees and contractors – equivalent to 56% of Nauru’s population! A powerful illustration of the scale at which international tax and development systems operate.
